The Department of Education (DepEd) has recently unveiled an exciting development in the realm of teachers' performance management with the release of the official electronic Individual Performance Commitment and Review Form (e-IPCRF) for the academic year 2022-2023. This innovative tool aims to streamline the process of evaluating teachers' performance and enhance the overall efficiency of the Multi-Year Results-based Performance Management System - Philippine Professional Standards for Teachers (RPMS-PPST).

In a memorandum issued by Undersecretary Gloria Jumamil-Mercado, the implementation details of the e-IPCRF and the accompanying online IPCRF Consolidation System were outlined. This significant step forward in utilizing technology to improve teacher evaluation and development is expected to have a profound impact on the educational landscape.


The e-IPCRF, an Excel-based tool, serves as the official platform for inputting teachers' IPCRF data. Designed for use by both Ratees (teachers being evaluated) and Raters (those responsible for evaluating teachers), the e-IPCRF ensures standardized and efficient data collection. Access to the e-IPCRF can be obtained through a QR code or a link provided by the DepEd. It is essential to use the official DepEd email address for authentication purposes, ensuring data security and accuracy.


Accompanying the e-IPCRF is the IPCRF Consolidation System, which facilitates the consolidation of teachers' IPCRF data. Schools have been assigned the responsibility of collecting and uploading the completed e-IPCRFs to the system. This streamlined process not only saves time but also minimizes the risk of errors during data consolidation, ensuring a more accurate and reliable assessment of teachers' performance.


For educators seeking further information and assistance, the Human Resource Development Division of the Bureau of Human Resource and Organizational Development (BHROD-HRDD) is available to provide support. To facilitate a smooth transition to the e-IPCRF, all concerned parties, including Regional Directors, Schools Division Superintendents, Public Elementary and Secondary School Heads, are advised to disseminate and comply with the released memorandum. The DepEd strongly encourages the use of this official electronic tool over any division-made versions that were previously shared.


The electronic IPCRF, available for download, is an Excel-based version of the Individual Performance Commitment and Review Form (IPCRF) for the academic year 2022-2023. It includes all relevant sections specified in the Guidelines on the Implementation of the Results-based Performance Management System for School Year 2022-2023, namely Part I to Part IV. This comprehensive tool not only assists teachers in completing their IPCRF forms during various RPMS phases but also automates the calculation of the final rating during the Performance Review and Evaluation phase.

2. Right-click on the downloaded file and select "Properties".

3. Tick "Unblock" then click Apply and hit Ok.

4. Once you open the Excel file. Click the "Enable Content" button and you may now open and use the official eIPCRF.
