DBM Confirms Salary Increase for 2024

On July 11, 2024, from 9:45 AM to 12:00 NN, the Teachers' Dignity Coalition (TDC) held a dialogue with the Department of Budget and Management (DBM) at Boncodin Hall, DBM Central Office, Manila. The meeting was attended by TDC leaders from NCR, Central Luzon, and CALABARZON, led by National Chairperson Benjo Basas, along with DBM Secretary Amenah Pangandaman and her team of undersecretaries and assistant secretaries.

The Department of Budget and Management (DBM) has officially confirmed that there will be a salary increase for government employees in 2024. This development comes under the new Salary Standardization Law (SSL) VI, which aims to enhance the compensation packages of public sector workers.

 Key Details:

  • According to the DBM, the salary increase will be retroactive to January 2024. This means that employees will receive back pay for the increased amount from the beginning of the year once the adjustment takes effect.
  • The implementation of this salary hike is pending the approval of the President. The DBM has expressed optimism that the approval will be granted soon, ensuring timely benefits for the workforce.

Here is some of the transcript of the report from TDC regarding the salary increase:

Q: May umento ba ngayong 2024?

A: Meron. Magiging bahagi ito ng SSL VI na ayon sa DBM ay retroactive to January ngunit kailangan pa ang approval ng pangulo.

DISCUSSION

  •  The GAA 2024 has allocated funds for the salary increase of civilian government employees.
  • The Governance Commission for GOCCs (GCG) has conducted studies for salary increases under SSL VI, likely through an Executive Order.
  • The study is complete, and the proposal is awaiting Presidential approval. If approved this year, the increase will be retroactive.
  • According to the DBM, the salary increase under this scheme will be more competitive than previous ones and is expected to be retroactive to January 2024.
  • The TDC states that teachers' salaries should not be based on the SSL, as the Magna Carta criteria should prevail. The group is coordinating with some legislators for this proposal.

The proposal for the salary increase, which is currently awaiting Presidential approval, is designed to be retroactive. This means that once approved, the increase will cover the period from January 2024, providing employees with back pay for the increased amount from the start of the year.

This salary increase initiative under SSL VI is part of the government's commitment to improving the compensation of public sector employees, aligning their salaries with the current economic conditions and cost of living. The DBM and TDC are optimistic that the approval will be granted soon, allowing for timely disbursement of the increased salaries.

Conclusion

The SSL VI is part of the government's ongoing efforts to standardize and improve the salary structures of government employees, aligning them with the prevailing economic conditions and the cost of living. This move is expected to boost morale, increase productivity, and attract more talent to the public sector.

Stay tuned for further updates as we await the President's approval and subsequent implementation of the salary increases.
